ABSTRACT
Introduction A chemical society might ask, what on earth is not chemistry? Salisu (2002) asserted for the information sector that “Everything on Earth is Information.” Historically, societies and economies had suffered from a lack of information, but information flows at an unprecedented rate so much so that we have thus moved from scarcity to glut. This exponential growth of information output has greatly impacted most human activities in this century. They have become information-driven. The creation, dissemination, and application of information are fundamental to national development in all spheres. While there is an information glut in the developed countries, the developing countries are still information poor. Nigeria, as an example, belongs to the group of these developing nations.
