IN the United States most municipal wastewater treatment plants are owned and operated by cities, counties, or Water Reclamation (Sanitary) districts. Some of the largest of these employ full-time design staffs to do some of their designs. Most, however, typically contract with an outside professional engineer, or engineering firm, to do the design.
