ABSTRACT
Bound by the Kyoto Protocol, Australia is one of 41 developed countries that have individual emission reduction targets de‹ned by speci‹c accounting rules. Such countries can meet their obligations by reducing emissions or by increasing their emission allowance through activities that reduce atmospheric carbon. In this context, Australia is almost unique in being a developed country (de‹ned under Annex 1)
