ABSTRACT

On July 9, 2006, the residents of Toowoomba in Queensland, southeastern Australia, wereaskedtodecidewhethertheywouldalloworopposethešowoftreatedsewageintooneofthecity’sopendrinkingreservoirs.Federalandlocalgovernment agenciesputforwardthisrecyclingplaninresponsetoextendeddroughts,asteady increaseinpopulationsize,andthedemandforapotablewatersupply.Publicconsent was deemed necessary because, although the technology was completely safe, it was not in the government’s purview to force citizens to use it.
