ABSTRACT

The first steps in creating an atomic industry were made prior to the organization of the Special Committee and PGU and the construction of the Plutonium Center in the South Ural. The State Defense Committee's decree of May 15, 1945, approved the increase of the production capacity of the N K V D Department No. 9 for a period of 1945-1946. The same decree prescribed to increase the production of uranium ore at Center No. 6 and enhance the capacity of the plants engaged in processing uranium ore and uranium concentrates. It was planned to complete the building and equipping of the NII-9 facility, located in Moscow, by January i , 1946. This institute was assigned a mission of extracting uranium from ore and manufacturing articles for the experimental reactor of Laboratory No. 2 and for an industrial uranium-graphite reactor designed for the production of plutonium. For secrecy reasons this institute was named Base No. 1 [38].
