ABSTRACT
To understand transport planning, it is first necessary to understand the meaning of the
two words that comprise the term. Section 30.1 defines transport as the movement of
people and goods. Planning is a task undertaken to:
* predict future needs and the consequences of possible future courses of action, and
thus to
* ensure that resources available for development are efficiently (Section 33.5.2)
and effectively (Section 30.2.2) allocated.
