ABSTRACT
Dr. Richard E.Weyers is an Associate Professor of Civil Engineering at the Virginia Polytechnic Institute and State University, Blacksburg, VA, USA. He is Associate Director of the Civil Engineering Structures and Materials Research Laboratory. His current research work includes: maintenance and rehabilitation of concrete bridges, and service life prediction of concrete structures. Dr. Philip D.Cady is a Professor of Civil Engineering at The Pennsylvania State University, University Park, PA, USA. He is the Distinguished Alumni Professor of Engineering. His current research work includes: assessment of the physical condition of concrete bridges, and cost-effective maintenance and rehabilitation of concrete bridges.
