ABSTRACT
These circumstances make it evident that social objectives have had a leading role in giving impetus to the management of the sea: these have been an inde pendent variable whereas research has been a dependent one. The consequences have been important: the ways in which practitioners look at the sea and ask for research derive from the fact that its management is first a political issue and then a scientific one.
