In this context-R.W Smith comments [Ibid.], “national claims to the ocean

can take two forms: (a) geographical, that is, claims to increased areas; (b) func­ tional, that is, claims to greater regulatory powers within the same geographic area”. The evolution of the delimitation of maritime boundaries has brought about a regional assessment of the sea very different from the previous one [Blake, 1987; Smith, 1987]. It can be stated that the regionalization of the sea has come to light above all because of the setting up of jurisdictional zones.
