ABSTRACT

Another reason for paying attention to compliance issues during the design phase of a project is that organizations have the most opportunity to control the overall costs associated with regulatory requirements at this time. For instance, organizations can evaluate different strategies that can affect regulatory costs such as decisions to build several small facilities or a single large one. To maximize the opportunity to assess and control costs, organizations need to consider both direct costs, such as consulting fees for preparing applications, and consequential costs, such as forgone production while waiting for permits to be issued. By considering all the regulatory costs associated with strategic options, organizations can make better decisions regarding how to design and operate their facilities.
