ABSTRACT
It must be pointed out that the content of this chapter is not important for understanding the other chapters of the book and the reader who has a fear of more complex mathematics (like distribution theory) can skip it without trouble. However, the authors have thought it necessary to discuss this topic, because it stays open, yet, finds its place in the recent literature, and can prove to be of practical importance.
