ABSTRACT
The importance of environmental matters in the decision-making proc ess of public investment on infrastructure projects has recently increased, significantly influencing the destiny of such projects. As a matter of fact, many projects of proven environmental value get stuck, even after several attempts, because of difficulties in determining the works location or disa greements with stakeholders on the environmental protection and mitiga tion measures needed to make the project environmentally sustainable and tolerable for the affected region.
