ART. 14.1. INTRODUCTION The main requirements of good road construction are three-fold. The road has to present the user with a permanent, hard, even surface, laid to falls and gradients so as to be self-draining, and of a texture as far as possible free from slip. It has also to serve the function of spreading the wheel-loads so that the subgrade soil is not overstressed. It has further to protect the subgrade from effects of weather, such as rain which would cause softening, and other seasonal influences which in certain strata cause swelling or settlement or frost-heave.
