ABSTRACT
Russia’s ambassador to the United States, Sergey Kislyak, observes that the expansion of the North Atlantic Treaty Organization to include some former Warsaw Treaty Organization members has begun to sway the military balance in Eastern Europe, leaving Russia feeling outnumbered. The research presented in this chapter stems from his remarks, made at a 2010 nuclear disarmament conference.1 A parallel situation could result in East Asia if and when Korean unification occurs; a unified Korea could unbalance the security relationships among China, Japan, and Russia and would have major implications for US presence in the region.
