ABSTRACT
The purpose of this chapter is to help you get a practical working knowledge of the area of stormwater quality programs and how to implement them in compliance with NPDES permits and other regulatory programs. After a brief discussion of the background of the subject and basic principles, we will discuss regulatory requirements, NPDES, and establishing and implementing an effective program. Much has been written on the subject, often from a more theoretical perspective. This chapter will summarize such material and focus on methods to actually carry out and pay for the stormwater quality mandates.
