ABSTRACT
It can identify the best alternative: Critics of risk assessment have said that comparative
assessment should replace assessment of acceptability (O’Brien 2000). They argue that it is
inappropriate to consider an agent or action in isolation and determine whether it poses
unacceptable risks. A proposed action or agent may not have been proven to be bad, but
others may be better.
