ABSTRACT
Nonequilibrium statistical mechanics does not yet have such powerful general concepts and tools as equilibrium statistical mechanics. Attempts to develop such concepts for physical processes which occur arbitrarily far from a thermal equilibrium situation have so far not led to the desired success.1
