New insights about the function of the skin, as well as the development of new pro-

ducts for skin care, make it necessary to question or redefine the definitions of cos-

metics and drugs. Moreover, in the USA, Europe, and Japan, different definitions of

cosmetics are used. The definition of a drug is more or less equivocal in these

countries. According to the Food, Drug, and Cosmetic (FDC) Act, a drug is

defined as an article intended for use in the diagnosis, mitigation, treatment, or pre-

vention of disease or intended to affect the structure or any function of the body.
