Protocols represent a powerful method for improving the quality of decisions when twoconditions can be satisfied: ● It must actually be feasible to prescribe a course of action ahead of time. If the situation
in question is novel, constantly changing or in some other way non-deterministic, then it is hard to see how an explicit recipe for action can be predetermined.
