The analysis and development of electrical discharge plasma formed either inside a liquid water phase or in a gas phase contacting the liquid is of increasing importance due to the production of highly reactive radicals (e.g., ∙OH) and molecules (e.g., H2O2), the generation of strong UV emission, and the production of shockwaves [1,2].
