ABSTRACT
In the aftermath of 9-11 (Figure 16.1), attention has been focused on the threat of a terrorist attack on the electric system as a whole. There are numerous national, public, and private organizations investigating, analyzing, and publishing articles on both the strengths and weaknesses of the electric system. Individual utilities are reviewing their system integrity and security methods to determine the points of weakness within their systems and how to strengthen them.
