ABSTRACT
In France, the creation of a “Local Commission for Information and public Consultation (CLIC)” at any industrial site with one or more upper-tier Seveso establishments is obligatory since the law of the 30th of July 2003. The CLIC must contain representatives from five predefined groups: the State, the communities or local government, the industries, the employees and the local population.
