ABSTRACT
Water is the prime natural resource for every living organism. In many cases people need to work together if they want to have sufficient water or if they want to survive an excess of water. This has been the case in The Netherlands, for instance, where the struggle against inundation from the sea and the need to reclaim land has led to the construction of dams and organizations such as the regional water boards.
