ABSTRACT

The city of Buenos Aires lies along the banks of the Río de la Plata, an inexhaustible source of freshwater. It also sits on the largest reserve of groundwater in the world. However, a significant portion of the inhabitants of the Buenos Aires Metropolitan Region (BAMR) do not have access to a supply of quality water. Some of them, mainly in the southern part of the concession, also suffer from serious environmental externalities. This observation merits research into the conditions under which the resource is managed and distributed.
