But there are also some domestic and international criticism, especially against China’s large-scale hydropower development plans on the transboundary Lancang (Mekong) River. The criticisms related to environmental justice are concerning of adverse impact upon local poor people, especially hydropower immigrants, and people of downstream countries, who are vulnerable and passive.
