ABSTRACT
Zero risk is virtually impossible to achieve. The average annual risk of death by dam failure is in the range of 10−6.
For new dams, there is a statistical failure risk at the time of first filling lower than 10−3 and a further annual risk lower than for existing dams, because the spillways of new dams are designed for very exceptional floods (Lempérière, 2006).
