ABSTRACT
To respond to the pending Clean Air Act Amendments (CAAA) of 1990, industries and municipal agencies in the late 1980s and early 1990s increased efforts to determine the magnitude of the VOC emissions from their collection systems and wastewater treatment units. The objective was to determine whether a particular entity was a “major” source of VOC emissions and to identify appropriate technologies to control the VOC emissions of a source if it was found to be a major source.
