Under this definition tramways are defined as running primarily in mixed traffic while LRT has an exclusive right-of-way.

The European Conference of Ministers of Transport (ECMT 1994:15) defined LRT as

a rail-borne form of transportation which can be developed in stages from a modern tramway to a rapid transit system operating in its own right-of-way, underground, at ground level or elevated. Each stage of development can be the final stage, but it should also permit development to the next stage.
