ABSTRACT
ABSTRACT: The background to the development of flood risk management arrangements in France has a long history, but has required considerable revision of the responsibilities and roles of the various stakeholders in response to increasing flood risk. Responsibilities now stretch from individual citizens, through local communities, with Regional duties and right up to National support and legal instruments. Current compensatory arrangements for those impacted may be such that there is too little discouragement to developments in flood plain areas.
