There is no formal rule to confirm or check the official control systems in any moment, if the initial criteria that validated an aircraft for a specific purpose were appropriate (eg. use for basic training, use for flying in agricultural aviation, use for night flying, use in acrobatic flight. Thus, it can be said that there is no further verification for these verification purposes. Figure 2 shows a design that integrates the vectors that put an aircraft in flight,

1 INTRODUCTION

The historical record of an aircraft may have registered loss of life if there was any issue that was not previously detected by a thorough evaluation tool, efficient, continuous and complete, based on technical and ergonomic criteria. We can take as an example, the acquisition by the Brazilian government of an inexpressive Argentine factory, the aircraft called AeroBoero AB-115 (Figure 1a). The criteria used for this acquisition does not consider all the technical aspects and determining factors of safety for these aircraft could be used by all the airfields of Brazil as a basic training aircraft. The choice of an aircraft can not be considered purely subjective criteria and the abandonment of criteria technical/scientific. There are two other examples of training aircraft used in Brazilian airfields: Neiva Paulistinha P-56 (Figure 1b) and Cessna 150 (Figure 1c). These two airplanes unlike the AeroBoero AB-115, have a good performance reputation for safety, performance and applicability for basic pilot training in all the area around aviation environment.
