1 INTRODUCTION
The later part of the last century is widely reported to have experienced low rainfall and drought conditions. The Sahelian drought of 1968 which lingered on till 1985/1987 severely affected northern Nigeria and the climatic calamity had tremendous socio-economic impact on the entire region where pressure on the available resources are on the increase.
