ABSTRACT
On the one hand, various definitions have been proposed for planning. According to Ibrahim Wahab (1991), planning is control over the development of an area. Development control also extends to physical planning, land use, and environmental, economic and resource management. Planning is also an art and science that governs the use of land and buildings in order to improve their economic value, comfort and beauty.
