Sensitivity time control (STC) is an important unit of radar receiver [1]. Its performance has a direct impact on the performance of receiver system. Typically, marine radar uses STC control the echo intensities whose disadvantage is that it cannot adapt to the clutter environment [2]. There is a better result only to the clutter with certain regularity using traditional STC.
