ABSTRACT
In the three-layer architecture of the E-government IOT, the network layer bears the function of reliable transmission, namely, it has access to the Internet through a variety of communication networks to reliably interact and share all kinds of perceptual information anytime and anywhere, and manage the application and perceptive equipment. The network layer mainly includes the access network, transmission network, core network, service network, network management system, and business support system (Shao & Sun 2013). The IOT network layer must have greater throughput and higher security.
