1 INTRODUCTION
Along with our country higher education scale unceasing expansion, the hardware conditions continue to improve, the amount of fixed assets has sharply increased. In the past, all the fixed assets are accounted for by the school registration, management, asset management and statistical method using manual entry database. Because of this method mainly rely on artificial participation, so that greatly increased the workload of staff, and inevitably the registration error; at the same time, once the fixed assets position changes and did not have time to modify the data information, will produce the asset lookup problem, moreover can cause the loss of state assets (LANDMAC 2003). So, how to complete the state-owned fixed assets use of advanced technology and management is a very meaningful research topic.
