ABSTRACT

The tendency towards a small government has resulted in the involvement of private parties in public responsibilities and with that, the rise of Public Private Partnership throughout the world.

Most governments use a public road authority to manage the country’s infrastructure, in The Netherlands this role is fulfilled by Rijkswaterstaat. She is responsible for the main road-and waterway network in The Netherlands. Rijkswaterstaat is increasingly realizing the country’s infrastructure demands through integrated Public Private Partnership (PPP) contract types, especially “Design, Build, Finance & Maintain”-contracts (DBFM).
