ABSTRACT
Some scholars have researched around the natural resources crisis, government governance, and management information system (Beckerman 1972, Dasgupta & Heal 1979, Grimaud & Rouge 2003, Jorgenson & Griliches 1967, Grossman 1995, Nordhaus l992, Schou 2000, Solow 1957), but few scholars researched on the integration analytical framework of natural resource management, government accountability and information system, and even rarely researched under the special environment of China. Based on the current reality demand and the shortage of research, based on the natural resources crisis as the breakthrough point, the paper analysis the logic relation of the natural resources crisis, the government governance flaws, government accountability and information system construction, constructs an analysis framework, based on which, discusses the issue of China’s natural resources information system construction, has important practical significance, also has high academic value.
