ABSTRACT
At the end of 2009, The state council promulgated “the opinions of the state council about accelerating the development of tourism”, it puts forward that we need to change the pattern of development clearly and improve the quality of development, to make the tourism industry develop into a strategic pillar industry of national economy and modern service industry which people are more satisfied. Tourism projects as the material carrier of the tourism industry. Due to it need large investment, its guide is strong and it is continuous outstanding, it receives great welcome in many regions in Shaanxi province. In particular the large tourism projects have been as the focal points of attracting investment by the local government. However, with the development of market-oriented approach, the excessive pursuit of economic interests and the short term is dominated, many important tourism production factors appear obvious excess in Shaanxi province, the stability of Industrial structure is enhancing.
