ABSTRACT: The paper establishes the index system of total factor energy input and output and evaluates the total factor energy efficiency and energy saving and emission reduction potential in various regions of China using Super-efficient-SBM-DEA model, analyzes the regional differences based on the 30 regional data in 2012. The results show that all regions’ energy efficiency is generally at a low level. More precisely, the problems for the most regions exist the phenomenon that too much energy is used and too much pollution is charged, and there is a large regional difference about energy efficiency-related indicators. The Eastern regions have the highest energy efficiency and significantly higher than that in the Midwest. In order to explore the way to improve energy efficiency in central and western regions, according to the total factor energy efficiency, energy saving and emission reduction potential, we use K-Means cluster analysis for different regions to identify the characteristics of each region and try to divide the whole country into several types. On this basis, we put forward some suggestions about energy conservation and emission reduction for each type of region.
