ABSTRACT
With the development of higher education, universities have paid much attention to resources investment and scale expansion of campus since the founding of New China. In this process, waste of educational cultural resources emerges, because competition mainly involves allocation of cultural resources and hardware among universities. We have a further understanding of allocation, balanced development, and sharing in terms of higher-education resources through longterm exploration. Some objective factors, however, hinder the development of higher-education cultural resources, including unbalanced distribution of large population and economy. For educational development and talent cultivation, benefits of higher-education cultural resources are low. Compared with other developed countries, teaching quality is out of proportion to investment in higher-education cultural resources. Research for educational resources is more difficult because educational cultural resources with rich connotation are more abstract than others, while the system and development mode are immature [1].Thus, we should have a further understanding of cultural resources finding the disadvantages, in order to put forward countermeasures for development of cultural resources in China.
