1 INTRODUCTION

Sport resources are the fundamental factors to determine competitiveness of sports and its sustained development. Sports competition is actually the competition of resources on human resources, stadiums, managing and fund investment. Shandong is a large province of its population, economy and sports, and the successful holding of Olympic Games in 2008 in China and the 11th National Games of the People’s Republic of China in Shandong brought unprecedented development opportunities for physical education in Shandong Province. Shandong has made unprecedented achievements in mass sport and competitive sport. The national sports movement has developed in all areas. The reform of sports is being deepened successively and the service system of mass sports has being perfected in Shandong Province, which the aim is to strengthen our people’s physiques promptly. On the other hand, the level of competitive sport has been raised and unprecedented achievements have been made in the process of improving the management mechanism of competitive sport, strengthening the team construction for competitive sport and improving logistics support of top-level athletes. In the 11th National Games of the People’s Republic of China, Shandong had 63 gold medals, 44 silver medals and 46 bronze medals, the total number reached 153 and ranked first in China.
