ABSTRACT

Natural environment is a basic condition for human survive and development as well as the human cultural and educational activities also are affected by it, at the same time; it has varying degrees of impact on the formation and improvement of school conditions and students’ physical and mental development. China has a majority of the land area, population, and each region has their own characteristics and complex interlacing of the geographical features, which form a complex topography, rich and colorful cultural characteristics. On the one hand, those complex geographical areas offer a variety of favorable conditions for the development of education; on the other hand, it

1 INTRODUCTION

The education had been a huge development since the New China found especially the reforming and opening up began in China. The compulsory education has become universal basically, high school gross enrollment rate has reached 82% since the year of 2010, and the gross enrollment rate reached 26.9% in 2011, the higher education has entered the popular stage. It can be seen that Chinese education has reached the level of developed countries from enrollment indicators in the world. However, there exists extremely uneven economic and social development in China and the regional quality of education, educational opportunities and the level of educational equity uneven accordingly. So it has great significance to reduce the regional differences of education, promote a balanced education, coordinate development, and find out the reasons of impacting the regional disparities so that it can promote Chinese eastern, central and western education to be balanced and coordinated development, and accelerate to change the educational backwardness in the Midwest.
