ABSTRACT
ABSTRACT: The biology origin of emergency management to urban major accidents is discussed. It is point out that the crux of emergency management is cooperation. The mechanism of urban emergency cooperation system is studied. The constitution of urban emergency system is studied. It is composed of inspection and alarming system, social controlling system, public response system, emergency rescuing system and resource guarantee system. The corporation relation model of urban emergency system is studied. The harmony model is built on the basis of self-organization theory. It provide basis to quantify harmony of emergency management and is provided with theory significance.
