1 INTRODUCTION
In recent years, China’s national economy has maintained rapid growth but more and more serious occupational safety problems are hidden behind rapid economic growth. According to statistics, China’s coal mine mortality rate of per million tons of production is as 200 times as that in the United States. The number of 2011 annual identified injuries is 120.1 million, There is an increase of 6.1 million over the last year. Annual assessment of disability was 51.0 million, containing an increase of 9.2 million over last year. There are many reasons for frequent accidents in production. One of which is the lagging in protecting workers’ occupational safety. National basic occupational safety principles, guidelines, supervision, management system and measures are not legalized, standardized and do not form a comprehensive system and a systematic architecture. In order to improve legal system of production safety, protect and promote the development of market economy effectively and build a harmonious society, we must combine theoretical and practical demonstration of independence and mechanization of the protection for occupational safety of workers.
