ABSTRACT
The paper defines risk and looks at the philosophical aspects. Various authors define and interpret risk differently. However risk can be defined as the potential losses resulting from exposure to hazard. In literature some authors define risk as a method used to asses and evaluate uncertainties associated with an event.Therefore risk should be based on an identifiable failure scenario, its occurrence probability or likelihood, its consequences, consequence significance, and population at risk.
