ABSTRACT

The Philippines, known as the manning capital of the world, is one of the biggest producers and suppliers of 28% Filipino seafarers worldwide. To maintain and sustain the Philippines manning leadership position, it is necessary that the country’s maritime labor force be empowered with evolving technologies that are increasingly used in the shipping industry. This is also in consonance with the implementation of the STCW 2010 known as 2010 Manila Amendment that requires the use of technology like ECDIS, as one of the emergent developments, needed to enhance the seafarers’ skills on board for safety of life at sea. These skills encompass the so-called geospatial technology (GST) which is especially valuable to marine officers, having substantial responsibility of manning people and maintaining smooth maritime operations such as: deck and engine officers, port planners, administrators, marine transportation systems managers, ship managers, and maritime company personnel.
