ABSTRACT

Over the last twenty years shifts in policy have changed the relationship between governments and non-government development organizations (NGDOs). This ‘new’ relationship is marked by increased collaboration and dialogue, new patterns of working, the introduction of new reporting systems and a greater emphasis on cost-effectiveness and accountability. More importantly there has been an increase in funding to the NGDO sector as a whole; and in particular an increase in funds directed to NGDOs in the South. Both multilateral and bilateral donors recognize the importance of developing civil society and a strong Third Sector, and have consequently invested in building institutional capacity and promoting new partnerships.
