ABSTRACT
With the move from comprehensive planning to the use of markets to guide production, many government departments found themselves stripped of core functions. A variety of different attempts at reorganisation ensued in an attempt to accommodate the system to the changes that had taken place. The case of the transformed structure of the state-owned construction industry in Shanghai can serve to give a general idea of the trends at work.
