ABSTRACT
Localities differ in respect of their supportiveness towards private enterprise. Typically, the helping hand has been more evident in southern China, an area where there were few large state-owned enterprises for local authorities to lean upon. Even there, however, private businesses can find themselves squeezed by public authorities acting to favour the interests of large state-owned enterprises, as the tale of ‘777’ reveals.
