ABSTRACT
First, a classification of corruption is presented, followed by the draft of a theory of corruption. Then different kinds of corruption are distinguished. After that follows an explanation of why corrupt actions are socially differently valued. Next comes an outline of the general conditions for the changes of the spread of corruption. Finally it will be shown that this draft is applicable to all societies organized by the state.1
